The best way to measure the level of fertility of a country is the Total Fertility Rate (TFR).

TFR compares figures for the average number of children that would be born per woman if all women lived to the end of their childbearing years and bore children according to a given fertility rate at each age.  It simply refers to births per woman.

According to CIA world Factbook, World Bank and Population Reference Bureau; Niger is the most fertile country in the world, with TFR of 6.62, 7.6 and 7.6 respectively.
